asked the Secretary of State for the Home Department whether, in view of the importance of assisting the restoration of municipal elections, one free posting will be allowed to candidates taking part in the borough council elections on 1st November next.

This proposal would require legislation which could not in any event be effective for the forthcoming municipal elections. As the cost of local elections falls on the local authorities concerned, the cost of a free postage would require to be reimbursed to the Postmaster-General. I am in communication with the Metropolitan Boroughs Standing Joint Committee on this matter, which is the only association from whom representations have been received.
