asked the Assistant Postmaster-General whether his Department will press ahead with- the provision of telephones in scattered areas in north Essex, particularly where the service is required for emergency purposes or in connection with farming or business.

Yes, Sir, in so far as the resources available permit. The Post Office aims at providing telephones in all parts of the country with all possible speed. The shortage of staff is, however, serious, and it is not at present possible to meet all applications without delay, especially where a large amount of new construction would be required. In these circumstances, it is necessary to deal with applications according to the needs of the applicant and the contribution which he is in a position to make to the welfare of the community. On this basis preference is given to businesses concerned with economic reconstruction, to farmers and others concerned with the production of vital necessities, and to emergency services concerned with public health and safety, transport, power and water supply.
