asked the President of the Board of Trade whether, in view of the number of ex-Service men and women returning to civil life with lump-sum gratuities and bearing in mind the loss suffered by such people after the last war through being induced to invest in fraudulent or unprofitable businesses, he will take powers to control by licence or registration persons carrying on business as transfer agents, business brokers, partnership agents and similar enterprises.

The Service Departments and the Ministry of Labour and National Service take all possible steps to bring before ex-Servicemen the dangers referred to by the hon. and gallant Member. While anxious that there should be proper safeguards, I do not think it is practicable or necessary to create for this purpose, in addition to the existing precautions and legal remedies, a special statutory scheme of restrictive control of the kind suggested.
