asked the Minister of Health if he is aware of the hardship caused to local government officers in the provinces who are not allowed to claim subsistence allowances unless they are away from their offices for at least ten hours; that, unlike their opposite numbers in the London area, most of these officers would normally eat their midday meal at home; and whether he will authorise reasonable out of pocket expenses to these officers when travelling on official business.

Local authorities have power to pay reasonable out of pocket expenses of their officers when travelling on official business, and no authorisation on the part of my right hon. Friend of the scale of allowances is required.
