asked the Secretary of State for the Colonies if he will make a statement respecting the result of negotiations taking place arising from the Nigerian strike; and to what extent grievances have been met.

Negotiations between the Nigerian Government and the workers' representatives which were resumed in August on the return to work of the strikers, broke down over the question of an increase in the cost of living allowance. The union leaders pressed for a 50 per cent. increase, but the Government were not prepared to grant more than a 20 per cent. increase. I have therefore decided to appoint an independent commission of inquiry from this country to investigate the representations made locally. Meanwhile the Government have granted the 20 per cent. increase.
