asked the Financial Secretary to the Treasury why the holiday leave allowed from 1st March to employment officers and employment clerks applies only to the permanent and not to the temporary "staff; and will he arrange for it to apply to both.

As this question involves a general Civil Service question I have been asked to answer it. The increase in the current year of the allowance of annual leave to certain permanent and temporary civil servants merely represents the restoration—in some cases only the partial restoration—of pre-war practice. It is quite another thing to do what the hon. Member is asking, namely, to grant in war-time to other civil servants who did not have this allowance before the war a higher allowance of annual leave than that to which they were entitled in peacetime.
