§ Captain Gammansasked the Secretary of State for the Colonies whether he has reached a decision on the recommendation of the West India Royal Commission that political federation, while not of itself an appropriate means of meeting the pressing needs of the West Indies, is nevertheless the end to which policy should be directed.
§ Colonel StanleyI recently addressed a dispatch to the Governors of the Colonies concerned stating that while I recognise that it is impracticable to set up immediately a federal organisation, I consider that the aim of British policy should be the development of federation at such time as the balance of opinion in the various Colonies is in favour of a change. My dispatch, which indicated certain possibilities of action in pursuance of that policy, is being published to-day and a copy is being placed in the Library of the House.
