asked the Secretary of State for War whether he will make arrangements which will enable home-serving soldiers to vote in their constituencies wherever possible.

It has been realised all along that very-few Servicemen would be able to leave their units and travel to vote in their constituencies in the normal way. Arrangements were therefore made for them to vote by proxy and then, as an alternative, by post. They may still apply for postal voting papers but those who do may not vote in person.
