§ Mr. Hamilton KerrGenerally the highest priority will be given to the building of small houses and the rebuilding of war-destroyed houses. Building to the fullest capacity of the labour available will begin this summer. So far as concerns local authority houses, it will be for the local authorities themselves to fix the rents to be charged.
