asked the President of the Board of Trade why it is necessary to give an allocation of paper to manufacturers to enable boots and shoes, which are specially made to withstand all climatic conditions, to be wrapped in paper while on transit between the factory and the shop.

Because, Sir, most types of footwear, if not properly packed, are liable to damage in transit.
