asked the Parliamentary Secretary to the Ministry of War Transport if he will reconsider the cases of persons who have been refused dock permits at the Port of Hull as convicted of theft, and who have previously been of good character, and grant them dock permits so that they can continue their livelihood.

I have been asked to reply. As a general rule men convicted of theft have their dock permits withdrawn. In view of the grave menace of theft in ports I do not consider that this rule should be modified save in the most exceptional circumstances.
