asked the Secretary of State for the Colonies if Africans will be immediately represented on the new African Settlement Board and that the Member for Agriculture, who is responsible for this Board, will be in no way connected with the European community.

As explained in Kenya Sessional Paper No. 8 of 1945, the intention is that Africans shall be appointed to the Board as men possessed of adequate experience and professional qualifications become available. It will be appreciated that the Board involves highly difficult operations requiring technical and administrative knowledge and experience. As regards the second part of the Question, the Member for Agriculture Animal Husbandry and Natural Resources is an official of the Kenya Government and will supervise the activities of the African Settlement Board in that capacity. The position regarding the African Settlement Board is fully explained in Section III of the paper, of which I am sending a copy to my hon. Friend.
