Colonel Lyons

asked the Secretary of State for the Colonies what steps he proposes to take, apart from audit, to ensure that moneys voted by Parliament in respect of the Colonial Development and Welfare Fund, on both the social and economic side, are economically expended, irrespective of whether grant or loan.

Apart from certain research and survey schemes which are likely to be administered under my right hon. Friend's direct control, primary responsibility for the economical spending of Colonial Development and Welfare grants or loans will rest with the Colonial Governments to whom they are made and this spending will be subject to the same safeguards as other Colonial Government expenditure. It will also be a major objective of the Colonial Office to see that waste does not occur.
