asked the Prime Minister whether, in view of the pledge he gave in Parliament four months ago that the Government would not make far-reaching controversial changes not directly needed for the war effort until after a General Election and, in view of the controversial nature of the proposals for a national health service detailed in the White Paper just issued (Cmd. 6502), he will postpone legislation to give effect to these proposals until a General Election has pronounced its verdict upon them.

The assumption that these proposals are controversial in the sense of seriously dividing the forces now united for the pin-pose of winning the war can best be tested by obtaining the sense of the House upon them in Debate. This will become apparent in the ordinary course of Parliamentary Business.
