HC Deb 21 December 1944 vol 406 c1974W
Lady Apsley

asked the Minister of Education what effect he has given to his intentions to urge local authorities to provide in all cases special schools, notably for deaf and dumb children; and whether he has issued any advice to these authorities on the subject.

Mr. Butler

I am anxious that local education authorities should make adequate provision for all categories of handicapped children, including special schools for the deaf, and when the Regulations under Section 33 of the Education Act are made early next year I propose to issue a Circular to authorities giving them encouragement and advice on this matter.
