asked the President of the Board of Trade whether a person who has bought a pair of boots which have quickly proved to be made of faulty material, is entitled to a return from the shopkeeper of the coupons expended thereon; or whether he should apply to the officials of his Department for extra coupons in order to purchase another pair of useful footwear.

If the boots are returned within 28 days, and the trader accepts them, the purchaser is entitled to a refund of coupons from the trader, but not from the Board of Trade.
