asked the Minister of Health what consultations were held with organisations and authorities affected before he decided to make local authorities the medium for distributing the so per cent. Exchequer grant to voluntary district nursing associations towards the extra cost of salaries under the Rushcliffe scheme; and why the Queen's Institute of District Nursing received no reply or acknowledgment to the requests which it made on 30th April and again on 13th May to be granted an opportunity for consultation with the Ministry before any definite decision was reached?

The method of distributing the Exchequer grant towards the increase in the salaries of district nurses which is anticipated as a result of the Rushcliffe Committee's forthcoming report has been discussed with representatives of the Queen's Institute of District Nursing, the County Councils Association, the Association of Municipal Corporations and the London County Council. A deputation from the Queen's Institute was received at their request on 1st April last, and after the view then expressed had been very fully considered and the other organisations named above had been consulted, a letter was sent informing them of the decision reached.
