asked the President of the Board of Trade whether he will reconsider his refusal to permit the purchase by members of the public, even on medical prescription, of barrier creams, produced by a private firm whose name has been submitted to him, in view of the demonstration that these protectives are commonly more effective in preventing the incidence of industrial dermatitis than the rubber gloves which the Ministry continue to supply.

There is nothing to prevent any registered manufacturer of toilet preparations, including the firm referred to in the Question, from supplying barrier creams for sale to the public provided that the total value of the toilet preparations which he supplies in any restriction period does not exceed the amount permitted by his licence; nor do members of the public require any permit to purchase any such creams offered for sale. Registered manufacturers may supply these creams without restriction to employers for distribution to their employees in all the industries mentioned in the second schedule to the Toilet Preparations (No. 3) Order, 1943.
