asked the Minister of Supply why, under the pro- visions of the Emergency Powers (Defence) Manufacturer Articles (Twist Drills) Order (S.R. & O. No. 1171 of 1943), it is provided that the quota for licences should be the same for all firms irrespective of the volume of business transacted by them?

This Order imposes control by licence over the placing of orders for twist drills but leaves free from control firms with small requirements. The quota limits the number of drills which any firm may order without licence but does not limit the number for which orders can be placed under licence. Applications for licences will be dealt with according to the needs of each firm.
