asked the President of the Board of Trade whether he will consider setting up a Departmental Committee or Royal Commission to inquire into the cost and methods of retail distribution generally, with special reference to the small trader?

No, Sir. The Retail Trade Committee has reported on certain aspects of the retail trade, and costs are the subject of constant reviews by the Central Price Regulation Committee. An inquiry of the kind proposed by my hon. Friend would not therefore be justified.
