HC Deb 22 September 1943 vol 392 c244W
Mr. Mander

asked the Postmaster-General the circumstances in which letters may be forwarded to Government Departments without a postage stamp?

Captain Crookshank

All letters to Government Departments should be fully pre-paid at the ordinary rates of postage unless an envelope or label or reply form bearing the "official paid" design has been provided for the purpose of a reply by the Department concerned.
