Edwardsasked the Secretary of State for War whether he is aware that the daily orders of the 44th detachment of the Royal Army Pay Corps were changed in June, with the effect that exemptions from, and refusals of, vaccination were to be refused both to men and women; and whether he will ensure that the officer responsible carries out the rule that objectors to vaccination and inoculation have a right to refuse those operations?
§ Sir J. GriggOwing to the rather ambiguous wording of these orders there has been some misapprehension about their meaning. The part of the orders which read "There will be no exemptions" was intended to apply to the parade and not to the actual vaccination. It was necessary to have all the men on parade so that the necessary entries could be made in their documents. The voluntary nature of vaccination and inoculation has been brought to the notice of all ranks on a number of occasions.
