asked the Postmaster-General under what regulation Post Office officials are authorised to demand that the Christian name as well as the surname of both the addressee and sender should be inserted in telegrams destined for Northern Ireland; does it apply to other parts of the United Kingdom as well as to Northern Ireland; and what is the corresponding regulation with regard to telegrams for Eire?

There is no regulation requiring the use of the Christian name in the circumstances described, and the second and third part of the Question do not therefore arise.
