asked the Home Secretary whether he is aware of the dissatisfaction felt by motorists who use the regulation headlights at the glare from the lights known as the Hartley headlights; that these headlights are considered by the general public to be a source of danger, particularly when motor cars using them are going up hill and enemy aeroplanes are in the vicinity; and whether he will take action in this matter?

There is no "regulation headlight." Any mask may be used that complies with Article 17 of the Lighting Restriction Order; but glare is liable to be produced by any type of mask whenever faulty adjustment allows light to be thrown above the horizontal. Where the regulations are fully complied with there is little difference between the various types, and I see no reason to differentiate for or against any particular make.
