asked the Parliamentary Secretary to the Ministry of War Transport whether he will make it an offence for an omnibus driver whose omnibus is not full, to fail to stop for a person making a signal to him at a request stopping-place or to pass such stopping place without giving an opportunity for such signal?

I regret the annoyance and inconvenience caused to the public by the occasional failure of omnibus drivers to stop at request stopping places. I suggest to my hon. Friend, however, that such misconduct can be better dealt with through the normal machinery of discipline than by making it an indictable offence.
