asked the Parliamentary Secretary to the Ministry of War Transport whether to avoid fraud in the re-sale of motor-cycles or motor-cars bought on the hire purchase system but not completely paid for, he will consider imposing a regulation that the registration book must, in the case of vehicles bought on hire purchase, contain an endorsement to this effect and that, in the absence of such endorsement, the hirers should be unable to assert their title against a bona fide purchaser for value?

A Registration Book is not a document of title, and thus does not provide a record of the legal ownership of a motor-car or a motor-cycle. My hon. and gallant Friend's proposal is not, therefore, a practicable safeguard against the fraudulent re-sale of vehicles bought on hire-purchase, and only partly paid for.
