Mr. Hogg

asked the Chancellor of the Exchequer whether a plan for an international investment board has been submitted by His Majesty's Government or by the United States in the course of the Washington negotiations; and if so, what are the proposed conditions to qualify as borrower?

I am informed that the United States Treasury has prepared such a plan. I have not yet received a copy, nor am I in possession of any detailed information as to its contents.
