Admiral Godefroy has decided to rally to the United Nations after protracted negotiations with the French North African authorities. He chose the expulsion of the Axis forces from Tunisia as the moment for abandoning his attitude of neutrality. His Majesty's Government were kept fully informed of these negotiations at all stages. I would emphasise that in deciding to join forces with General Giraud, Admiral Godefroy was acting of his own free will. The report broadcast by Vichy that the French squadron at Alexandria had been starved into submission is completely untrue.
