§ Mr. AttleeI can assure my hon. and gallant Friend that no major reform of the general structure of local government will be instituted without the fullest investigation, but His Majesty's Government are not yet in a position to indicate what precise form the investigation should take, and my hon. and gallant Friend will understand that in any case Parliamentary sanction will be necessary.
