§ Mr. Noel-BakerNo, Sir. My Noble Friend's consideration of the question of post-war shipping policy has not yet reached a stage at which consultation with Allied Governments would be useful. He has, however, had some informal discussion with the Council of British Shipping on the subject and has received several statements of their views.
