Current commercial agreements with foreigners are frustrated and illegal by the ordinary operation of law when the foreigner becomes an enemy, and no formal declaration of nullity is required, but I.C.I. informed the Government at the beginning of the war that their cartel agreements with persons who had become enemies were regarded as dissolved.
