Mr. David Adams

asked the Secretary of State for the Colonies whether he has yet received the petition, dated 27th February, 1943, from certain members of the Legislative Council of British Guiana and trade union leaders, calling attention to serious grievances prevailing amongst workers in the Colony and making recommendations for remedies; and what action he has taken upon the same?

Two members of the Legislative Council, British Guiana, addressed to me on 27th February last a petition covering a field which ranged over political, social, economic and labour matters. The Governor reported that when discussing this petition with its signatories, he had expressed general sympathy with their point of view, but had emphasised the difficulty of attaining immediately, and particularly under war conditions, the many desirable objectives they had in view. He also pointed out that several of their requests would involve the Governor in the exercise of drastic and arbitrary powers. The petitioners assured the Governor that they fully appreciated the handicaps and difficulties of the Colonial Government. I have replied to the petition approving the line taken by the Governor at this interview and adding certain detailed comments which the Governor will no doubt communicate to the petitioners on receipt of my despatch.
