asked the Home Secretary whether he will authorise exemption from fire-guard duties of widowers who have young children in their care and who are unable to obtain the services of a housekeeper?

I recognise that there may sometimes be grounds for exempting widowers with young children living with them in their care but circumstances will vary greatly from case to case. I feel therefore that it would be better to leave such cases to be dealt with by the hardship tribunals which are in a position to assess the individual merits of applications submitted to them.
