§ Mr. ThurtleYes, Sir. If used envelopes were not forbidden it would require a large number of extra examiners to ensure that messages are not concealed underneath the gummed labels. The prohibition is contained in the Control of Communications Order (No. 1), 1941, dated 18th March, 1941.
