asked the Home Secretary by what means a person who is not a member of a fire force becomes a fireman, having regard to the fact that, under paragraph 2 (a) of the National Fire Service (General) No. 3 Regulation (S.R. & O., 1012 of 1943), a fireman may be promoted, whether or not he is a member of a fire force, to any rank by the Secretary of State?

The Secretary of State is empowered by Regulation 7 (1) (a) of the National Fire Service (General) Regulations, 1941, to appoint firemen in the National Fire Service whether as members of a fire force or not. Among the members of the National Fire Service who are not members of a fire force I may mention members of the fire staff at Headquarters, the instructors at the National Fire Service College and officers of the National Fire Service on the staff of Regional Commissioners.
