asked the Secretary of State for the Colonies whether, as an encouragement to better housing, and with a view to avoiding unnecessarily high charges, he will consider setting up building societies in the African Colonies to assist non-Europeans to build or buy houses on similar terms and conditions as apply to Europeans?

Certain experiments have been made in the provision of credit facilities for house purchase: but I doubt whether building societies on the British model would be suitable to African conditions. I will, however, bear in mind my hon. and gallant Friend's suggestion.
