§ Colonel StanleyA scheme has been approved under the Colonial Development and Welfare Act for the establishment of an Institute of West African Arts, Industries and Social Science, and a grant of £127,000 is being provided under the Act to meet the expenses of the first five years from the establishment of the Institute. Conditions in East Africa are, of course, different, but I hope that the development of Makerere as a centre of the East African arts and of social studies will enable similar progress to be made.
