§ Mr. DaltonUtility clothing has the first claim on the materials available for civilian production and some 80 per cent. of such materials are now used in utility goods. The quality of most utility clothing reflects great credit on the producers, but I have my eye on some articles which are much below the average and am considering whether their continued production can be justified.
