asked the Minister of Supply the purpose of Statutory Rule and Order, 1943, No. 490; and, in particular, what is the meaning of the word "controlled" in respect of this Order as it is not defined therein?

The purpose of the Order is to give statutory force to arrangements which have long been in operation for controlling the acquisition of new machine tools. The word "controlled" only appears in the Order as part of the phrase "Controlled new machine tool," which is defined in Article 3 to mean any new machine tool not being a woodworking machine tool.
