asked the Secretary of State for War whether he will make arrangements whereby the wives and children of members of the Forces who refused to make provision for them, will be paid their allowances direct from the War Office?

In war time, family allowance is paid direct to the soldier's wife or to the guardian of his children. It is a condition of the grant of the allowance that the soldier must contribute an allotment from his pay. If he refuses to make this provision the military authorities normally have no power to compel him to do so, although in circumstances where it can be shown that he has deserted his family or left them destitute without reasonable cause, stoppages may be made from his pay. In addition, a soldier's family can of course appeal to the courts, as in the case of a civilian family.
