asked the Minister of Pensions whether he is aware that grants made under form W.S.G. 21 for specific objects, such as the payment of debts incurred by the purchase of goods on hire-purchase terms are misapplied; and if he will arrange for such grants to be paid direct to the appropriate authority or firm.

Whilst, in the calculation of War Service Grants, commitments such as rent, rates, mortgage interest and hire-purchase payments are taken into account, the grants, when given, are additions to the service allowances and other household income of serving members of the Forces, and my right hon. Friend is not prepared to modify the standing practice under which the whole of any grant is paid to the serving member's wife or dependants.
