§ Mr. Noel-BakerI am aware that certain features of the Road Haulage Scheme have not proved altogether satisfactory. The scheme is now being reviewed in the light of the changing conditions of the war, and my Noble Friend will issue a statement as soon as he has made the necessary decisions.
