I am advised that in the past flogging could be awarded by commanding officers as a summary punishment to soldiers of the Royal West African Frontier Force and the King's African Rifles, but that under the ordinances now in force flogging cannot be awarded except by courts-martial, which are of course convened to deal with serious offences only. The answer to the second part of the Question is, "No, Sir."
