asked the Home Secretary whether he is aware that applicants for certificates exempting them from fire-watching on medical grounds have no right of appeal; that the committees set up to deal with such applications are not technically competent to assess the medical grounds upon which they are based; and what steps he proposes to take to prevent injustices and hardship resulting from this procedure?

I propose shortly to amend the Fire Prevention Orders to secure that before an application for exemption from fire prevention duties on medical grounds is rejected, the applicant shall first be examined by a medical referee.
