§ Mr. LawThe initial response to this appeal was satisfactory, but as a result of the examination of volunteers it does not appear that a very large proportion will be suitable for service in this country. This is to be ascribed to a variety of factors, including the numerous volunteers who have already returned to this country from the U.S.A., the number of persons already absorbed into activities there directly connected with the war, and above all the incidence of the United States Conscription Act. As my hon. Friend is aware, the administration of this Act is designed to ensure the direction of all man-power in the United States of America into the channels most suitable from the point of view of the war effort on the same lines as in this country.
