asked the Secretary of State for War whether, in view of the fact that over 75 per cent. of all lieutenant-colonels and above are regular officers or Regular Army Reserve of Officers, he is satisfied that adequate consideration has been given to the fighting capacity, general ability and war records of Territorial and emergency commission officers?

Yes, Sir. Appointments with the rank of lieutenant-colonel are filled by selecting officers with the necessary qualifications and general ability and no preference is given to regular officers or Regular Army Reserve officers.
