asked the Secretary of State for War whether, during the cold period of the year, from now onwards, it will be permissible for soldiers who are on agricultural work in the fields to wear their Army greatcoats while engaged on this work?

Soldiers released from Army duties for agricultural or other work are not permitted to wear their uniform or any part of it. This rule does not apply to soldiers who are allowed by their units in the course of their Army duties to help farmers in the neighbourhood where they are stationed.
