§ Mr. BevinThe obstacles in the way of the removal of the defects referred to by the Chief Inspector are mainly—as indicated in the Annual Report—the lack of labour and materials. Close co-operation is maintained with the Departments concerned in order to secure the maximum possible improvement in conditions, having regard to those difficulties. The Report does not relate to conditions in offices.
