asked the Parliamentary Secretary to the Ministry of Food whether he will give further consideration to the quota of sweets and chocolates allowed to small confectioners, whose livelihood is entirely dependent on the sale of confectionery?

Supplies to a retailer are not based upon a quota but upon the number of coupons he obtains from his customers. My Noble Friend has no reason to believe that small confectioners are unable to obtain supplies against the coupons they collect. Moreover he understands that small confectioners are at least maintaining the share they previously enjoyed of the total sale of chocolate and sugar confectionery.
