§ Mr. Noel-BakerOn assuming office, my noble Friend reviewed the control of the railways and introduced a revised arrangement. A road haulage scheme has been developed and has now been brought into operation. Broadly, all our means of public passenger and goods transport have been or are being co-ordinated, under Government direction, in the interests of the war effort.
